A\u015fa\u011f\u0131daki \u015fekilde (\u015eekil 5.) ayn\u0131 d\u00f6nemde \u00f6\u011fretim \u00fcyesi oldu\u011fum bu Fak\u00fcltede &#8220;E\u011fitim Teknolojileri Laboratuvar\u0131n\u0131n&#8221; kurulmas\u0131 amac\u0131ya yapm\u0131\u015f oldu\u011fum ba\u015fvurunun gerek\u00e7e k\u0131sm\u0131 verilmektedir.&nbsp; \u015eekil 5.&nbsp; Bilgisayar \u00d6\u011fretmeni ihtiyac\u0131 sadece bu anabilim dal\u0131 ile kar\u015f\u0131lanamayaca\u011f\u0131 \u00e7ok k\u0131sa zamanda anla\u015f\u0131ld\u0131 ve bu anabilim dal\u0131 Y\u00fcksek \u00d6\u011fretim Kurulu taraf\u0131ndan y\u00fcr\u00fct\u00fclen &#8220;National Education Development Project&#8221; (Milli E\u011fitimi Geli\u015ftirme Projesi) \u00e7er\u00e7evesinde ger\u00e7ekle\u015ftirilen yeniden yap\u0131land\u0131rma sonras\u0131nda 1997 y\u0131l\u0131nda b\u00f6l\u00fcm olarak yeniden \u015fekillendirildi ve ilki gene Orta Do\u011fu Teknik \u00dcniversitesi b\u00fcnyesinde &#8220;Bilgisayar ve \u00d6\u011fretim Teknolojileri E\u011fitimi&#8221; ismiyle \u00f6\u011frenci kab\u00fcl\u00fcne ba\u015flad\u0131. Benim B\u00d6TE&#8217;lerle olan ba\u011flant\u0131m b\u00f6l\u00fcmler kurulduktan sonra T\u00fcrkiye&#8217;de kurulan ilk b\u00f6l\u00fcmde b\u00f6l\u00fcm ba\u015fkan\u0131 olarak g\u00f6rev yapmaya ba\u015flamamla ger\u00e7ekle\u015fti. \u0130lk kurulu\u015f a\u015famas\u0131nda Fen Bilimleri B\u00f6l\u00fcm\u00fcnde g\u00f6rev yapan arkada\u015flardan Hasan Karaaslan, Soner Y\u0131ld\u0131r\u0131m, Zahide Y\u0131ld\u0131r\u0131m, \u00d6mer Delialio\u011flu, Mira\u00e7 banu G\u00fcndo\u011fan daha sonra bu b\u00f6l\u00fcme ge\u00e7tiler. NEDP projesi \u00e7er\u00e7evesinde bir\u00e7ok \u00f6\u011frenci bu b\u00f6l\u00fcmlere \u00f6\u011fretim \u00fcyesi olmak \u00fczere yurtd\u0131\u015f\u0131na g\u00f6nderildiler (Cengiz S. A\u015fkun, K\u00fcr\u015fat \u00c7a\u011f\u0131ltay akl\u0131ma gelenler) 1994-1995 \u00f6\u011fretim y\u0131l\u0131nda &#8220;Bilgisayar \u00d6\u011fretmenli\u011fi&#8221; b\u00f6l\u00fcmlerine giren \u00f6\u011frencilerde bu b\u00f6l\u00fcmlere intibak ettirilerek bu b\u00f6l\u00fcmlerden 1998 y\u0131l\u0131ndan itibaren mezun olmaya ba\u015flad\u0131lar. Facebook&#8217;ta CEIT2000 grubu bu \u015fekilde ba\u015flayan ve mezun olan &nbsp;\u00f6\u011frencilerin olu\u015fturdu\u011fu bir gurup olarak payla\u015f\u0131m\u0131na devam etmektedir. B\u00f6l\u00fcmlerin lisans programlar\u0131n\u0131n kurulmas\u0131n\u0131 daha sonra Y\u00fcksek Lisans ve Doktora program\u0131n\u0131n a\u00e7\u0131lmas\u0131 takip etti. B\u00f6l\u00fcm ba\u015fkan\u0131 olarak B\u00d6TE&#8217;lerin bu programlar\u0131n\u0131n ilk anabilim ba\u015fkan\u0131 olma \u015fans\u0131n\u0131 yakalam\u0131\u015f oldum (\u015eekil 6,&nbsp;\u015eekil 7). \u015eekil 6. \u015eekil 7. ODT\u00dc&#8217;deki ilk b\u00f6l\u00fcm\u00fcn kurulmas\u0131n\u0131 di\u011fer \u00fcniversitler takip ettiler ve bir s\u00fcre sonra ortaya \u00f6\u011fretim \u00fcyesi a\u00e7\u0131\u011f\u0131 ve B\u00d6TE program\u0131nda okutulacak derslerin neler olaca\u011f\u0131 konusunda bir ihtiya\u00e7 belirdi. Bunun \u00fczerine Y\u00fcksek \u00d6\u011fretim Kurulu karar\u0131yla bu ihtiyac\u0131 gidermek amac\u0131yla Orta Do\u011fu Teknik \u00dcniversitesi taraf\u0131ndan bir Sertifika Program\u0131n\u0131n (E\u011e\u0130TEN II, IDE_AS (Internet&#8217;e Dayal\u0131 E\u011fitim Asenkron, Senkron) Internet Explorer&#8217;la izlenmesi tavsiye edilir) d\u00fczenlenmesine karar verildi. \u015eekil 8. \u015eekil 8. 6 dersten olu\u015fan bu program tipik harmanlanm\u0131\u015f bir program \u00f6rne\u011fi olarak sunuldu. De\u011fi\u015fik \u00fcniversitelerden gelen kat\u0131l\u0131mc\u0131lar (50&#8217;den fazla bug\u00fcn de\u011fi\u015fik \u00fcniversitelerde Profes\u00f6r olarak g\u00f6rev yapan o d\u00f6nemin gen\u00e7 akademisyenleri) 12 g\u00fcn s\u00fcreyle daha sonra Internet \u00fczerinden alacaklar\u0131 derslerin tan\u0131t\u0131m program\u0131na kat\u0131ld\u0131lar ve daha sonra bir d\u00f6nem dersler Internet \u00fczerinden ger\u00e7ekle\u015ftirildi. \u0130kinci d\u00f6nem ba\u015f\u0131nda gene 12 g\u00fcn s\u00fcreyle y\u00fczy\u00fcze bir e\u011fitimden sonra tekrar kalan \u00fc\u00e7 ders Inernet \u00fczerinden kat\u0131l\u0131mc\u0131lara sunuldu.&nbsp; \u015eekil 9. Bu programda yer alan dersler 1. D\u00f6nem E\u011fitimde Bilgi Teknolojileri \u0130\u015fletim Sistemleri Bilgisayar A\u011flar\u0131 2. IDE_AS Bilgisayar \u00f6\u011fretmeni olur mu? tart\u0131\u015fmalar\u0131 proje \u00e7er\u00e7evesinde ya da di\u011fer kaynaklardan yurtd\u0131\u015f\u0131na giden akademisyenlerin \u00f6zellikle A.B.D&#8217;de doktora yapanlar\u0131n orada &#8220;Bilgisayar \u00d6\u011fretimi\/E\u011fitimi&#8221; konusunda Lisans \u00f6ncesi\/sonras\u0131 programlar\u0131n\u0131n olmamas\u0131 sonucunda bunun yerine \u00d6\u011fretim Teknolojisi, E\u011fitim Teknolojisi, \u00d6\u011fretim tasar\u0131m\u0131 v.b. anabilim dallar\u0131ndan e\u011fitim\/\u00f6\u011fretimlerini tamamlay\u0131p yurda d\u00f6nmesinden sonra giderek artan oranda tart\u0131\u015f\u0131lmaya ba\u015fland\u0131.&nbsp; Bu asl\u0131nda sorunun \u00e7ok yeni olmas\u0131ndan kaynaklanan bir durumdu, nedenine gelince bu b\u00f6l\u00fcmler \u00fclkemizde \u00e7ok uzun y\u0131llar \u00f6nce Ankara \u00dcniversitesi&#8217;nde say\u0131n Cevat Alkan taraf\u0131ndan temelleri at\u0131lan &#8220;E\u011fitim Teknolojisi&#8221; anabilim dal\u0131n\u0131n varl\u0131\u011f\u0131yla ilgi de\u011fildi. Sorun do\u011frudan \u00fcniversite seviyesine kadar &#8220;Bilgisayar&#8221; konusunda gereken bilgi, beceri ve tutumlar\u0131n \u00f6\u011frencilere kazand\u0131r\u0131lmas\u0131nda rol oynayacak \u00f6\u011fretmenlerin nas\u0131l yeti\u015ftirilece\u011finden kaynaklan\u0131yordu. Asl\u0131nda sorun hala ayn\u0131 s\u0131cakl\u0131\u011f\u0131n\u0131 koruyor, a\u015fa\u011f\u0131daki \u015fekilde Microsoft T\u00fcrkiye eski ba\u015fkanlar\u0131ndan \u00c7a\u011flayan Arkan taraf\u0131ndan kaleme al\u0131nan bir yaz\u0131 yer al\u0131yor. Bu ve buna benzer sonu\u00e7lar TIMSS 2007, TIMSS 2011, PISA 2009 sonu\u00e7lar\u0131nda da vurgulan\u0131yor. \u0130\u015fin k\u00f6t\u00fcs\u00fc h\u0131zl\u0131 ba\u015flad\u0131\u011f\u0131m\u0131z bu yar\u0131\u015fta yava\u015f yava\u015f geri kalmaya ba\u015fl\u0131yoruz. Bu \u00f6\u011fremenler &#8220;Bilgisayar&#8221; \u00f6\u011fretmenleridir ve bunlar\u0131 yeti\u015ftirecek olan b\u00f6l\u00fcmlerde ba\u015flang\u0131\u00e7ta bu ama\u00e7la kurulan B\u00d6TE&#8217;lerden ba\u015fka bir yer olamaz.
