<\/span>Bu s\u00fcre\u00e7te mesleki e\u011fitime<br \/>\ny\u00f6nlendirme, zorunlu e\u011fitime ba\u015flang\u0131\u00e7 ya\u015f\u0131, ilk\u00f6\u011fretimin ikinci yar\u0131s\u0131nda<br \/>\nayr\u0131\u015ft\u0131r\u0131lm\u0131\u015f programlar ve e\u011fitim s\u00fcre\u00e7leri \u00fczerinde yo\u011fun tart\u0131\u015fmalar olmu\u015f<br \/>\nve teklif bu konularda yeniden bi\u00e7imlendirilmi\u015ftir.<span style=\"mso-spacerun: yes;\">&nbsp; kamuoyuna ve ilgili makamlara duyurduk.<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>Kanun teklifinin b\u00fct\u00fcn\u00fc ve \u00e7e\u015fitli maddeleri<br \/>\n\u00fczerinde yapt\u0131\u011f\u0131m\u0131z de\u011ferlendirmeye ek olarak, ilk\u00f6\u011fretimin ve orta\u00f6\u011fretimin<br \/>\nyeniden yap\u0131land\u0131r\u0131lmas\u0131 ve e\u011fitim niteli\u011finin artt\u0131r\u0131lmas\u0131 konusunda bir \u00f6neri<br \/>\nortaya koyman\u0131n \u00f6nemli oldu\u011fu ortaya \u00e7\u0131kmaktad\u0131r.<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>Beyin ara\u015ft\u0131rmalar\u0131,<br \/>\nokul \u00f6ncesi e\u011fitimin \u00e7ocuklar\u0131n beyin kapasitelerini geli\u015ftirdi\u011fini, \u00e7ocuklar\u0131n<br \/>\nduygusal, zihinsel, motor ve dil geli\u015fimlerine \u00f6nemli katk\u0131 sa\u011flad\u0131\u011f\u0131n\u0131,<br \/>\n\u00e7ocuklar\u0131n ilk\u00f6\u011fretime daha kolay uyum sa\u011flayarak ileriki e\u011fitim a\u015famalar\u0131nda<br \/>\ndaha ba\u015far\u0131l\u0131 olmalar\u0131na yard\u0131mc\u0131 oldu\u011funu g\u00f6stermektedir.<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>Her \u00e7ocu\u011fun okul \u00f6ncesi e\u011fitime devam etmesi,<br \/>\n\u00e7a\u011fda\u015f toplumlarda bir insan hakk\u0131 olarak g\u00f6r\u00fclmektedir ve bu karar aileye<br \/>\nb\u0131rak\u0131lmayacak kadar \u00f6nemlidir.<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>Be\u015f<br \/>\nya\u015f\u0131n\u0131 (60 ay) bitiren her \u00e7ocuk okul \u00f6ncesi e\u011fitimden yararlanmal\u0131 ve bu<br \/>\ne\u011fitimin maliyeti sosyal devlet ilkesi gere\u011fi devlet taraf\u0131ndan<br \/>\nkar\u015f\u0131lanmal\u0131d\u0131r.<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>Okul \u00f6ncesi e\u011fitimin<br \/>\nfayda-maliyet analizleri bu yat\u0131r\u0131m\u0131n kar\u015f\u0131l\u0131\u011f\u0131n\u0131n ekonomik a\u00e7\u0131dan kat kat<br \/>\nal\u0131nd\u0131\u011f\u0131n\u0131 g\u00f6stermektedir. Bu nedenle 5 ya\u015f\u0131ndan k\u00fc\u00e7\u00fck \u00e7ocuklar\u0131n da kademeli<br \/>\nolarak okul \u00f6ncesi e\u011fitimden yararlanmalar\u0131n\u0131 sa\u011flamaya y\u00f6nelik stratejilerin<br \/>\nde geli\u015ftirilmesi gerekmektedir.<span style=\"mso-spacerun: yes;\">&nbsp;&nbsp; <\/span>Her ne kadar art\u0131k kanun teklifinde yer<br \/>\nalmasa da ilk\u00f6\u011fretime ba\u015flama ya\u015f\u0131n\u0131n neden en az 6 ya\u015f (72 ay) olmas\u0131<br \/>\ngerekti\u011fi konusunda bilimsel verilere dayal\u0131 a\u00e7\u0131klamalar yapmakta yarar<br \/>\nvard\u0131r.<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>\u00c7ocukta haf\u0131zay\u0131 \u00f6\u011frenme<br \/>\namac\u0131yla etkili kullanma, mant\u0131kl\u0131 d\u00fc\u015f\u00fcnme, yorum, bir i\u015fi ba\u015f\u0131ndan sonuna<br \/>\nger\u00e7ekle\u015ftirebilme yetileri alt\u0131 y\u0131ldan sonra ger\u00e7ekle\u015fir.<span style=\"mso-spacerun: yes;\">&nbsp;&nbsp; <\/span>Alt\u0131 ya\u015f \u00f6ncesi \u00e7ocu\u011fun beynindeki bili\u015fsel<br \/>\nyap\u0131lar okul temelli akademik \u00f6\u011frenme i\u00e7in hen\u00fcz geli\u015fmi\u015f de\u011fildir.<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>Alt\u0131 ya\u015f \u00f6ncesi d\u00f6nemde dikkat s\u00fcresi k\u0131sa<br \/>\noldu\u011fu i\u00e7in okullardaki 40 dakikal\u0131k derslerde bu \u00e7ocuklar\u0131n oturmalar\u0131 ve<br \/>\ndikkatlerini derse vermeleri m\u00fcmk\u00fcn de\u011fildir.<span style=\"mso-spacerun: yes;\">&nbsp;<br \/>\n<\/span>Bu nedenle \u00e7ocuklar\u0131n dikkat da\u011f\u0131n\u0131kl\u0131\u011f\u0131, disiplinsizlik, dinleme<br \/>\nbozuklu\u011fu gibi etiketlendirmelere maruz kalmalar\u0131 ve bu durumun sonraki e\u011fitim<br \/>\nya\u015fant\u0131lar\u0131n\u0131 derinden etkilemesi olas\u0131d\u0131r.<span style=\"mso-spacerun: yes;\">&nbsp;<br \/>\n<\/span>\u0130lk\u00f6\u011fretime ba\u015flama ya\u015f\u0131n\u0131n belirlenmesi konusunda \u00e7ocu\u011fun zihinsel geli\u015fimi<br \/>\nyan\u0131nda fiziksel, sosyal ve psikolojik geli\u015fimini de dikkate almak<br \/>\ngerekir.<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>Zihinsel olarak geli\u015fmi\u015f<br \/>\nolman\u0131n yan\u0131nda sosyal y\u00f6nden kendini ifade edebilmesi, di\u011fer \u00e7ocuklarla<br \/>\n\u00fcretken ve sa\u011fl\u0131kl\u0131 ili\u015fkiler kurabilmesi, gerekti\u011finde bir tak\u0131m\u0131n par\u00e7as\u0131<br \/>\nolabilmesi, gerekti\u011finde liderlik yapabilmesi ve haklar\u0131n\u0131 koruyabilmesi<br \/>\ngerekir.<span style=\"mso-spacerun: yes;\">&nbsp; <\/span>Literat\u00fcr erken ya\u015fta ilk\u00f6\u011fretime ba\u015flayan<br \/>\n\u00e7ocuklar\u0131n ilk y\u0131llarda olmasa bile 4. ve 5. s\u0131n\u0131ftan itibaren akademik geli\u015fme<br \/>\na\u00e7\u0131s\u0131nda sorunlar ya\u015fad\u0131\u011f\u0131n\u0131 ortaya koymaktad\u0131r.<span style=\"mso-spacerun: yes;\">&nbsp; \u201c5 ya\u015f grubu i\u00e7in okul \u00f6ncesi e\u011fitim zorunlu e\u011fitim kapsam\u0131na al\u0131nmal\u0131d\u0131r.\u201d Okul \u00f6ncesi e\u011fitim, \u00fclkemizdeki sosyoekonomik e\u015fitsizlik ve farkl\u0131l\u0131klar\u0131n azalt\u0131lmas\u0131, \u00f6zellikle d\u00fc\u015f\u00fck sosyoekonomik \u00e7evrelerden gelen \u00e7ocuklar\u0131n okulda daha fazla kalmas\u0131n\u0131n sa\u011flanmas\u0131 ve okuldaki ba\u015far\u0131s\u0131n\u0131n artt\u0131r\u0131lmas\u0131, y\u00fcksek\u00f6\u011fretime devam etmesi ve i\u015f ya\u015famlar\u0131nda daha etkili ve verimli olmalar\u0131 i\u00e7in gereklidir.&nbsp; Beyin ara\u015ft\u0131rmalar\u0131, okul \u00f6ncesi e\u011fitimin \u00e7ocuklar\u0131n beyin kapasitelerini geli\u015ftirdi\u011fini, \u00e7ocuklar\u0131n duygusal, zihinsel, motor ve dil geli\u015fimlerine \u00f6nemli katk\u0131 sa\u011flad\u0131\u011f\u0131n\u0131, \u00e7ocuklar\u0131n ilk\u00f6\u011fretime daha kolay uyum sa\u011flayarak ileriki e\u011fitim a\u015famalar\u0131nda daha ba\u015far\u0131l\u0131 olmalar\u0131na yard\u0131mc\u0131 oldu\u011funu g\u00f6stermektedir.&nbsp; Her \u00e7ocu\u011fun okul \u00f6ncesi e\u011fitime devam etmesi, \u00e7a\u011fda\u015f toplumlarda bir insan hakk\u0131 olarak g\u00f6r\u00fclmektedir ve bu karar aileye b\u0131rak\u0131lmayacak kadar \u00f6nemlidir.&nbsp; Be\u015f ya\u015f\u0131n\u0131 (60 ay) bitiren her \u00e7ocuk okul \u00f6ncesi e\u011fitimden yararlanmal\u0131 ve bu e\u011fitimin maliyeti sosyal devlet ilkesi gere\u011fi devlet taraf\u0131ndan kar\u015f\u0131lanmal\u0131d\u0131r.&nbsp; Okul \u00f6ncesi e\u011fitimin fayda-maliyet analizleri bu yat\u0131r\u0131m\u0131n kar\u015f\u0131l\u0131\u011f\u0131n\u0131n ekonomik a\u00e7\u0131dan kat kat al\u0131nd\u0131\u011f\u0131n\u0131 g\u00f6stermektedir. Her ne kadar art\u0131k kanun teklifinde yer almasa da ilk\u00f6\u011fretime ba\u015flama ya\u015f\u0131n\u0131n neden en az 6 ya\u015f (72 ay) olmas\u0131 gerekti\u011fi konusunda bilimsel verilere dayal\u0131 a\u00e7\u0131klamalar yapmakta yarar vard\u0131r.&nbsp; \u00c7ocukta haf\u0131zay\u0131 \u00f6\u011frenme amac\u0131yla etkili kullanma, mant\u0131kl\u0131 d\u00fc\u015f\u00fcnme, yorum, bir i\u015fi ba\u015f\u0131ndan sonuna ger\u00e7ekle\u015ftirebilme yetileri alt\u0131 y\u0131ldan sonra ger\u00e7ekle\u015fir.&nbsp;&nbsp; Alt\u0131 ya\u015f \u00f6ncesi \u00e7ocu\u011fun beynindeki bili\u015fsel yap\u0131lar okul temelli akademik \u00f6\u011frenme i\u00e7in hen\u00fcz geli\u015fmi\u015f de\u011fildir.&nbsp; Alt\u0131 ya\u015f \u00f6ncesi d\u00f6nemde dikkat s\u00fcresi k\u0131sa oldu\u011fu i\u00e7in okullardaki 40 dakikal\u0131k derslerde bu \u00e7ocuklar\u0131n oturmalar\u0131 ve dikkatlerini derse vermeleri m\u00fcmk\u00fcn de\u011fildir.&nbsp; Bu nedenle \u00e7ocuklar\u0131n dikkat da\u011f\u0131n\u0131kl\u0131\u011f\u0131, disiplinsizlik, dinleme bozuklu\u011fu gibi etiketlendirmelere maruz kalmalar\u0131 ve bu durumun sonraki e\u011fitim ya\u015fant\u0131lar\u0131n\u0131 derinden etkilemesi olas\u0131d\u0131r.&nbsp; Zihinsel olarak geli\u015fmi\u015f olman\u0131n yan\u0131nda sosyal y\u00f6nden kendini ifade edebilmesi, di\u011fer \u00e7ocuklarla \u00fcretken ve sa\u011fl\u0131kl\u0131 ili\u015fkiler kurabilmesi, gerekti\u011finde bir tak\u0131m\u0131n par\u00e7as\u0131 olabilmesi, gerekti\u011finde liderlik yapabilmesi ve haklar\u0131n\u0131 koruyabilmesi gerekir.&nbsp; 6 ya\u015f \u00f6ncesi \u00e7ocuklar\u0131n okumay\u0131 \u00f6\u011frenmeleri, bu \u00e7ocuklar\u0131n ilk\u00f6\u011fretime ba\u015flamak i\u00e7in yeterli zihinsel, fiziksel, sosyal ve psikolojik olgunlu\u011fa ula\u015ft\u0131\u011f\u0131 anlam\u0131na gelmez.&nbsp; Literat\u00fcr erken ya\u015fta ilk\u00f6\u011fretime ba\u015flayan \u00e7ocuklar\u0131n ilk y\u0131llarda olmasa bile 4. ve 5. s\u0131n\u0131ftan itibaren akademik geli\u015fme a\u00e7\u0131s\u0131nda sorunlar ya\u015fad\u0131\u011f\u0131n\u0131 ortaya koymaktad\u0131r.&nbsp; D\u00fcnyadaki \u00fclkelerin b\u00fcy\u00fck \u00e7o\u011funlu\u011funda \u00e7ocuklar ilk\u00f6\u011fretime 6 ya\u015f\u0131nda ba\u015flamaktad\u0131r.&nbsp; \u0130skandinav \u00fclkelerinde \u00e7ocuklar 7 ya\u015f\u0131nda (84 ay) ilk\u00f6\u011fretime ba\u015flarlar ve e\u011fitimde ald\u0131klar\u0131 ba\u015far\u0131l\u0131 sonu\u00e7lar ortadad\u0131r.&nbsp; Az say\u0131da \u00fclkede ilk\u00f6\u011fretime ba\u015flang\u0131\u00e7 ya\u015f\u0131 5\u2019tir.&nbsp; Bu \u00fclkelerden \u0130ngiltere\u2019de ilk\u00f6\u011fretime ba\u015flama ya\u015f\u0131n\u0131n 6\u2019ya \u00e7\u0131kar\u0131lmas\u0131 y\u00f6n\u00fcnde ciddi \u00f6neriler vard\u0131r ve bunlar meclis g\u00fcndeminde de tart\u0131\u015f\u0131lmaktad\u0131r.&nbsp; Erken ya\u015fta ilk\u00f6\u011fretime ba\u015flayan \u00e7ocuklar\u0131n okula uyum ve sa\u011fl\u0131kl\u0131 sosyal ve psikolojik geli\u015fim a\u00e7\u0131s\u0131ndan sorunlar ya\u015famaktad\u0131rlar.&nbsp; Sonu\u00e7 olarak, \u00fclkemizde ilk\u00f6\u011fretime ba\u015flama ya\u015f\u0131 6 (72 ay) olarak y\u0131llard\u0131r uygulanmaktad\u0131r ve bununla ilgili bir sorun ya\u015fand\u0131\u011f\u0131 konusunda bilimsel veriler yoktur.&nbsp; \u0130lk kademenin neden 4 y\u0131l oldu\u011funa ili\u015fkin teklifte bir gerek\u00e7e yer almamaktad\u0131r.&nbsp; Bu s\u00fcrenin 4 y\u0131lla s\u0131n\u0131rland\u0131r\u0131lmas\u0131n\u0131n bilimsel bir temeli olmad\u0131\u011f\u0131 gibi, geli\u015fmi\u015f \u00fclkelerde de g\u00f6r\u00fclen yayg\u0131n bir uygulama de\u011fildir.&nbsp; Bir\u00e7ok \u00fclkede ilk\u00f6\u011fretimin kademelendirilmesinde 5+3, 6+2, 6+3 modelleri kullan\u0131lmaktad\u0131r.&nbsp; Bu t\u00fcr bir kademelendirme geli\u015fimle ilgili bilimsel ilkelere de ayk\u0131r\u0131d\u0131r.&nbsp; Bu ilk y\u0131l\u0131n program\u0131 ortak oldu\u011fundan ilk\u00f6\u011fretim kapsam\u0131na al\u0131nmas\u0131 ve b\u00f6ylece orta\u00f6\u011fretimin ilk y\u0131l\u0131ndan itibaren farkl\u0131 programlara ya da okullara ayr\u0131\u015fman\u0131n ger\u00e7ekle\u015fmesi sa\u011flanabilir.&nbsp; Bu durumda ilk\u00f6\u011fretimin 9. y\u0131l\u0131 ayn\u0131 zamanda bir y\u00f6nlendirme y\u0131l\u0131 olacakt\u0131r.&nbsp; Orta\u00f6\u011fretim ise \u00fcst d\u00fczey akademik e\u011fitim sa\u011flayan 3 y\u0131ll\u0131k kurumlar haline gelecektir.&nbsp;&nbsp; 5.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; \u201c\u0130lk\u00f6\u011fretim d\u00fczeyinde e\u011fitim programlar\u0131 dil, matematik, fen ve sosyal bilimler, sanat, spor gibi alanlara dayal\u0131 olarak tan\u0131mlanan ve e\u011fitilmi\u015f bireyden beklenen temel yeterlikler \u00e7er\u00e7evesinde d\u00fczenlenmeli ve \u00e7ocuklar\u0131 bu yeterliklere uygun olmayan programlara ayr\u0131\u015ft\u0131rmadan ka\u00e7\u0131n\u0131lmal\u0131d\u0131r.\u201d&nbsp; Kanun teklifinin ilk tasla\u011f\u0131nda ilk\u00f6\u011fretimin ikinci kademesinde farkl\u0131 programlar ve e\u011fitim alternatifleri \u00f6ng\u00f6r\u00fclm\u00fc\u015f ve bu \u015fekilde \u00e7ocuklar\u0131n a\u00e7\u0131k \u00f6\u011fretim, mesleki e\u011fitim, evde e\u011fitim gibi alternatiflere olanak sa\u011flanmas\u0131 ama\u00e7lanm\u0131\u015ft\u0131r.&nbsp; Tasla\u011f\u0131n daha sonraki metinlerinde ikinci kademe d\u00fczeyinde ayr\u0131\u015ft\u0131rmadan vazge\u00e7ilmi\u015f ve \u00f6\u011frencilerin farkl\u0131 ihtiya\u00e7lar\u0131n\u0131n, \u00f6zelliklerinin ve tercihlerinin se\u00e7meli dersler ve programlar yoluyla kar\u015f\u0131lanmas\u0131 \u00f6ng\u00f6r\u00fclm\u00fc\u015ft\u00fcr.&nbsp; Programlarda se\u00e7meli dersler yoluyla esneklik olmas\u0131 ve \u00f6\u011frencilerin ihtiya\u00e7lar\u0131na ve \u00f6zelliklerine g\u00f6re farkl\u0131 ilgi alanlar\u0131nda se\u00e7meli dersler almas\u0131 do\u011fald\u0131r ve g\u00fcn\u00fcm\u00fczdeki uygulamada bu t\u00fcr se\u00e7meli derslere yer verilmektedir.&nbsp; Ancak ikinci kademede \u00f6\u011frenci ilgilerine ve \u00f6zelliklerine cevap veren se\u00e7meli derslerin \u00f6tesinde kapsaml\u0131 alternatif programlara yer verilmesi durumunda bu zorunlu temel e\u011fitim ilkesine ayk\u0131r\u0131 bir durum ortaya koyacakt\u0131r.&nbsp; Bu nedenle kanun teklifinde yer alan \u201cse\u00e7meli dersler\u201d kavram\u0131n\u0131n ne anlama geldi\u011fi a\u00e7\u0131k hale getirilmeli ve \u00e7ocuklar\u0131n alaca\u011f\u0131 se\u00e7meli derslerin say\u0131s\u0131na bir s\u0131n\u0131rlama getirilmelidir.&nbsp; 6.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; \u201cMesleki e\u011fitim ilk\u00f6\u011fretimin ikinci yar\u0131s\u0131ndan sonraya veya orta\u00f6\u011fretim sonras\u0131na \u00f6telenmelidir.\u201d&nbsp; En iyi mesleki e\u011fitim kapsaml\u0131 ve nitelikli bir genel e\u011fitimin \u00fczerine verilen mesleki e\u011fitimdir.&nbsp; Art\u0131k g\u00fcn\u00fcm\u00fcz\u00fcn meslekleri sabit becerilerden \u00e7ok de\u011fi\u015fen teknolojiye ve ko\u015fullara uyum sa\u011flayabilen ve kendini s\u00fcrekli geli\u015ftirebilen bireylere ihtiya\u00e7 duymaktad\u0131r.&nbsp; Art\u0131k e\u011fitim d\u00fcnyas\u0131nda hemen hemen herkes 10-11 ya\u015flar\u0131nda bir \u00e7ocu\u011fu mesleki e\u011fitim ya da genel e\u011fitim d\u0131\u015f\u0131 bir kanala y\u00f6nlendirmenin en temel insan hakk\u0131na ayk\u0131r\u0131 oldu\u011fu konusunda birle\u015fmektedir.&nbsp; Mesleki e\u011fitim a\u00e7\u0131s\u0131ndan \u00f6n planda gelen Almanya ve Avusturya\u2019da bile erken ya\u015fta ayr\u0131\u015ft\u0131rman\u0131n s\u0131n\u0131fsal ayr\u0131mlar\u0131 derinle\u015ftirdi\u011fi ortaya \u00e7\u0131km\u0131\u015f ve bu ayr\u0131\u015ft\u0131rman\u0131n daha ge\u00e7 ya\u015flara al\u0131nmas\u0131 y\u00f6n\u00fcnde ciddi \u00e7al\u0131\u015fmalar ba\u015flat\u0131lm\u0131\u015ft\u0131r.&nbsp; Sonu\u00e7 olarak t\u00fcm geli\u015fmi\u015f \u00fclkelerde mesleki e\u011fitimin ba\u015flang\u0131\u00e7 y\u0131l\u0131n\u0131 geciktirme do\u011frultusunda bir e\u011filim varken genel e\u011fitimden taviz verecek bi\u00e7imde \u00e7ocuklar\u0131 erken ya\u015flarda mesleki e\u011fitime y\u00f6nlendirmek do\u011fru de\u011fildir.&nbsp; Bu \u00f6neri orta\u00f6\u011fretim d\u00fczeyinde mesleki e\u011fitime hi\u00e7 yer verilmeyece\u011fi anlam\u0131na gelmez.&nbsp; A\u015fa\u011f\u0131da 8. maddede \u00f6nerildi\u011fi gibi baz\u0131 mesleklere ili\u015fkin beceriler orta\u00f6\u011fretim d\u00fczeyinde se\u00e7meli programlar, dersler ve i\u015fyerinde e\u011fitim uygulamalar\u0131yla \u00f6\u011fretilebilir ve orta\u00f6\u011fretim sonras\u0131 i\u015f ya\u015fam\u0131na at\u0131lmay\u0131 d\u00fc\u015f\u00fcnen \u00f6\u011frencilere temel e\u011fitimin ana unsurlar\u0131ndan yoksun kalmadan i\u015f becerilerinin kazand\u0131r\u0131lmas\u0131 sa\u011flanabilir.&nbsp; Bu uygulamalar\u0131n sanayi ile i\u015fbirli\u011fi i\u00e7inde mod\u00fcler olarak d\u00fczenlenmesi ve \u00e7a\u011f\u0131n gerektirdi\u011fi bilgi ve becerilere yer vermesi gerekir.&nbsp;&nbsp; 7.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; \u201cOkullar aras\u0131ndaki nitelik farkl\u0131l\u0131klar\u0131n\u0131n giderilmesi gerekmektedir.\u201d&nbsp; Orta\u00f6\u011fretim d\u00fczeyinde yer alan kurumlar aras\u0131ndaki nitelik farkl\u0131l\u0131klar\u0131 orta\u00f6\u011fretime ge\u00e7i\u015f konusunda ya\u015fad\u0131\u011f\u0131m\u0131z sorunlar\u0131n temelini olu\u015fturmaktad\u0131r.&nbsp; Ayn\u0131 durumun iki kademeye ayr\u0131lmas\u0131 durumunda ilk\u00f6\u011fretimin ikinci kademesinde de ortaya \u00e7\u0131kmas\u0131 olas\u0131l\u0131\u011f\u0131 b\u00fcy\u00fckt\u00fcr.&nbsp; Bu durumda birinci kademeden mezun olan \u00f6\u011frenciler daha nitelikli ikinci kademe okullar\u0131na gitmek i\u00e7in bir yar\u0131\u015fma i\u00e7ine girecekler ve ortaya \u00e7\u0131kan y\u00fcksek talep SBS gibi s\u0131ralama s\u0131navlar\u0131n\u0131n uygulanmaya ba\u015flamas\u0131na neden olacakt\u0131r.&nbsp; Bu t\u00fcr s\u0131navlar\u0131n \u00f6\u011frencileri dershane y\u00f6nlendirdi\u011fi ve s\u0131nav odakl\u0131 e\u011fitimi \u00f6n plana \u00e7\u0131kard\u0131\u011f\u0131 bilinmektedir.&nbsp; B\u00f6yle bir durumun ilk\u00f6\u011fretimin birinci kademesini de s\u0131nav odakl\u0131 hale getirmesi ve \u00f6\u011frencileri k\u00fc\u00e7\u00fck ya\u015flarda dershanelere y\u00f6nlendirmesi m\u00fcmk\u00fcnd\u00fcr.&nbsp; Bu nedenle ilk\u00f6\u011fretimi iki kademeye ay\u0131rman\u0131n \u00f6n\u00fcndeki en b\u00fcy\u00fck risklerden biri okullar aras\u0131ndaki potansiyel nitelik farkl\u0131l\u0131klar\u0131d\u0131r.&nbsp; Bu ancak orta\u00f6\u011fretim kurumlar\u0131 aras\u0131ndaki nitelik farkl\u0131l\u0131klar\u0131n\u0131n giderilmesi ile m\u00fcmk\u00fcnd\u00fcr. 8.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; \u201cOrta\u00f6\u011fretim d\u00fczeyindeki okullar aras\u0131ndaki \u00e7e\u015fitlili\u011fin azalt\u0131lmas\u0131 gerekmektedir.\u201d&nbsp; Orta\u00f6\u011fretim d\u00fczeyinde 50\u2019den fazla okul t\u00fcr\u00fc vard\u0131r.&nbsp; Her bir alan i\u00e7in ayr\u0131 bir okul a\u00e7mak yerine farkl\u0131 ilgilerin ve tercihlerin se\u00e7meli dersler yoluyla kar\u015f\u0131land\u0131\u011f\u0131 \u00e7ok programl\u0131 orta\u00f6\u011fretim yakla\u015f\u0131m\u0131 benimsenerek orta\u00f6\u011fretim kurumlar\u0131 aras\u0131ndaki \u00e7e\u015fitlilik azalt\u0131labilir. &nbsp;B\u00f6ylece ayn\u0131 okulda okuyan \u00f6\u011frenciler i\u00e7in de farkl\u0131 se\u00e7meli derslerin ve etkinliklerin sunuldu\u011fu zengin \u00f6\u011fretim ortamlar\u0131 olu\u015facakt\u0131r.&nbsp; Bu d\u00fczeydeki \u00e7e\u015fitlili\u011fin mesleki e\u011fitimi de kapsamas\u0131 ve genel e\u011fitim kapsam\u0131nda se\u00e7meli dersler yoluyla \u00f6\u011frencilerin belirli mesleklere ili\u015fkin beceri kazanmalar\u0131n\u0131n sa\u011flanmas\u0131 gerekir.&nbsp; B\u00f6ylece \u00fcniversiteye devam etmeyecek olan \u00f6\u011frenciler ek bir mesleki e\u011fitim kursu ile bir i\u015fe yerle\u015febilirler.&nbsp; 1980\u2019li y\u0131llarda uygulanan Lise Mezunlar\u0131na Meslek Edindirme (LIMME) Projesi lise mezunlar\u0131na k\u0131sa s\u00fcrede meslek kazand\u0131rabilece\u011fine ili\u015fkin \u00f6nemli bir g\u00f6sterge olmu\u015ftur.&nbsp; Genel e\u011fitim \u00fczerine bu becerileri kazanan \u00f6\u011frenciler \u00e7e\u015fitli i\u015f sekt\u00f6rleri taraf\u0131ndan meslek lisesi mezunlar\u0131na g\u00f6re daha fazla tercih edilmi\u015flerdir.&nbsp; Bu t\u00fcr bir program zenginli\u011fi \u00e7ok ama\u00e7l\u0131 lise kavram\u0131na uygundur ve orta\u00f6\u011fretim kurumlar\u0131 aras\u0131ndaki ayr\u0131\u015fmay\u0131 da azaltacakt\u0131r.&nbsp; Bu kapsamda orta\u00f6\u011fretim kurumlar\u0131 genel liseler, \u00e7ok ama\u00e7l\u0131 liseler (mesleki ve teknik e\u011fitimi kapsayan) ve fen liseleri bi\u00e7iminde \u00fc\u00e7 kategori alt\u0131nda yeniden yap\u0131land\u0131r\u0131labilir.&nbsp;&nbsp; 9.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; \u201cY\u00fcksek\u00f6\u011fretime ge\u00e7i\u015f, ilk\u00f6\u011fretim ve orta\u00f6\u011fretimde niteli\u011fi artt\u0131rmaya katk\u0131da bulunacak bi\u00e7imde yeniden d\u00fczenlenmelidir.\u201d&nbsp; Kanun teklifinde y\u00fcksek\u00f6\u011fretime ge\u00e7i\u015fte orta\u00f6\u011fretim ba\u015far\u0131 puan\u0131n\u0131n do\u011frudan (a\u011f\u0131rl\u0131kland\u0131r\u0131lm\u0131\u015f orta\u00f6\u011fretim ba\u015far\u0131 puan\u0131 yerine) y\u00fcksek\u00f6\u011fretime giri\u015f s\u0131nav puan\u0131na eklenmesi \u00f6nerisi yer almaktad\u0131r.&nbsp; Orta\u00f6\u011fretim kurumlar\u0131 aras\u0131ndaki nitelik farkl\u0131l\u0131klar\u0131 azalt\u0131ld\u0131\u011f\u0131 takdirde \u00f6\u011frencilerin bitirme notlar\u0131n\u0131n birbiriyle kar\u015f\u0131la\u015ft\u0131rmal\u0131 olarak de\u011ferlendirilmesi m\u00fcmk\u00fcn olacakt\u0131r.&nbsp; Orta\u00f6\u011fretim kurumlar\u0131 aras\u0131ndaki farkl\u0131l\u0131klar giderilinceye kadar a\u011f\u0131rl\u0131kland\u0131r\u0131lm\u0131\u015f ba\u015far\u0131 puanlar\u0131n\u0131n kullan\u0131lmas\u0131 daha sa\u011fl\u0131kl\u0131 olacakt\u0131r.&nbsp;
